City of Rocky Top Stormwater System Responsibilities

The City of Rocky Top maintains the public stormwater system to help prevent flooding in public areas—such as streets and sidewalks—during normal rain events. This system is designed to handle typical rainfall and may not be equipped to manage flash floods or major flooding events.

What We Manage

To keep the stormwater system working properly and ensure public safety, the City is responsible for:

  • Flooding that affects public roadways
  • Fallen trees that block drainage flow
  • Severe erosion that threatens public utilities or roadways
  • Drains located under public roads
  • Clogged storm drains

 

What We Do Not Manage

Some stormwater issues fall outside the City’s responsibility, especially those that do not affect public infrastructure or safety. These are typically the responsibility of the property owner and include:

  • Removal of weeds and overgrown vegetation
  • Mowing ditches on private property
  • Fallen trees that do not block drainage flow
  • Mosquito issues
  • Stormwater runoff between private properties
  • Underground springs or groundwater issues
  • Flooding related to properties located in or near floodplains
  • Sinkholes located entirely on private property and not affecting public roads or utilities
